{"id":263,"date":"2018-10-30T15:08:29","date_gmt":"2018-10-30T15:08:29","guid":{"rendered":"http:\/\/ni4h.com\/?p=263"},"modified":"2018-10-30T15:42:08","modified_gmt":"2018-10-30T15:42:08","slug":"263","status":"publish","type":"post","link":"https:\/\/ni4h.org\/index.php\/2018\/10\/30\/263\/","title":{"rendered":"2018 Budget threatens an Incineration Tax"},"content":{"rendered":"<p><strong>Budget 2018 wake-up call: Incineration tax threat means it is time for Councils and businesses to move towards circular economy and away from incineration. <\/strong><\/p>\n<p><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/752202\/Budget_2018_red_web.pdf\" target=\"_blank\" rel=\"noopener\">The October 2018\u00a0Budget Report<\/a>\u00a0states that: \u201c\u2026the government wants to maximise the amount of waste sent to recycling instead of incineration and landfill.\u00a0<strong>Should wider policies not deliver the government\u2019s waste ambitions in the future, it will consider\u00a0<\/strong><strong>the introduction of a tax on the incineration of waste<\/strong>, in conjunction with landfill tax, taking account of the possible impacts on local authorities.\u201d<\/p>\n<p>A significant quantity of what currently goes to waste incineration is readily recyclable. As noted in UKWIN\u2019s\u00a0<a href=\"http:\/\/ukwin.org.uk\/climate\/\" target=\"_blank\" rel=\"noopener\">recent report on the climate change impacts of incineration<\/a>: \u201cComposition analysis indicates that\u00a0<strong>much of what is currently used as incinerator feedstock could be recycled or composted<\/strong>, and this would result in carbon savings and other environmental benefits. Thus, incinerating waste comes with a significant \u2018opportunity cost\u2019.\u201d<\/p>\n<p>Whilst UKWIN would like to see greater and more urgent action, there are measures in the pipeline to encourage increased recycling and increased recyclability.<\/p>\n<p><strong>If the Circular Economy package is fully implemented then measures would also include:<\/strong><\/p>\n<ul>\n<li>Separate bio-waste collection, e.g. garden and food waste by 31 December 2023;<\/li>\n<li>Separate textile collections by 1 January 2025;<\/li>\n<li>Municipal recycling targets of at least 55% by 2025, 60% by 2030 and 65% by 2035<\/li>\n<li>Increasing targets for recycling of\u00a0plastic, wood, ferrous metals, aluminium, glass, and paper and card<\/li>\n<\/ul>\n<p>With all this in mind, alongside the forthcoming Resources and Waste Strategy, now is the time for councils and businesses to consider how they can minimise their long-term reliance on waste incineration and prevent significant quantities of recyclable and compostable material from going up in smoke, especially considering the fact that burning plastics results in the release of significant quantities of fossil CO2.<\/p>\n<p>As noted in UKWIN\u2019s\u00a0<a href=\"http:\/\/ukwin.org.uk\/climate\/\" target=\"_blank\" rel=\"noopener\">recent climate change report<\/a>, in 2017 the UK\u2019s 42 incinerators released a combined total of nearly 11 million tonnes of CO2, around 5 million tonnes of which were from fossil sources such as plastic.\u00a0<strong>The 5 million tonnes of fossil CO2 released by UK incinerators in 2017 resulted in an unpaid cost to society of around \u00a3325 million.<\/strong>\u00a0Over the next 30 years the total cost to society of fossil CO2 released by UK\u2019s current incinerators would equate to more than \u00a325 billion pounds of harm arising from the release of around 205 million tonnes of fossil CO2.<\/p>\n<p>According to UKWIN: \u201cThe 2018 Budget should be seen as a wake-up call for those who think that waste incineration will be able to get away with avoiding the cost to society of the fossil CO2 that is released or the\u00a0<a href=\"http:\/\/ukwin.org.uk\/btb\/BtB_Incineration_Harms_Recycling.pdf\" target=\"_blank\" rel=\"noopener\">harm that incineration causes to recycling<\/a>.
